Possible blown fusable link in the power feed in the engine side of the firewall wiring harness coming into the fuse box. These fusible links are usually in the primary feed wire coming up from the battery connection post on the starter. Have you probed with a test light to see if you have power to the headlight switch?? Should be power here at all times, hot from the battery. The items you mentioned are all on a full time hot feed, not controlled by the ignition switch. These items are not on fuses in the fuse block.

check first

I bought an old caddy to get the 472 for my saw mill.it ran poorly and it had similar electrical problems. turns out the battery cables to the starter was loose. Check out all the battery cables and connections and other items suggested.
