89 chevy trans

I just bought 1 ton 89 chevy . It doesn't shift into high gear until 60mph and it drops back to 2nd if you drop below 55. I put a new vac. mod. and it does seem to have vac pressure

And that would be the problem. If the vac line to the modulator isn't providing full manifold vacuum at the trans, the trans will not shift correctly.

chevy trans

modulator didnt help. I checked the electric kick down (no power at idle) so that should be ok. then I removed shift gov. cleaned it the pston in the middle seemed to be moving up and down when the weights were moved in and out.
