95 g van will not come out of park

everybody comes to me for there car problems and i am not an expert this is my sister in laws van she just got a few months back it wont come out of park she got a new netrual safety switch and brake switch but niether fixed the problem The shift cable is fine but there is a cylinder attached to the steering colmn with a cable coming out of it that goes up to the top of colmn and this thing gets really hot it moves the cable a bit when you press the brake but dont think it should be as hot as it is is this called a brake interlock solenoid and can it be the problem if so how do you disconnect it to replace it
