Advice On Painting A Urethane Bumper (2000 Dodge)

What is the best way to paint a BRAND NEW urethane bumper? I am told that there is a film that needs to be removed prior to painting ?????. The bumper is black and it is going to be painted black, also. Would I be able to just wet-sand and paint or would it have to be primed or ????. I am planning on painting it on Saturday so any advice would be greatly appreciated. THANKS,,,,,and GOOD LUCK.

A word of advise. Directions! Read the ones that came with the bumper. I say this for good reason. Some bumper covers are not made to be painted, and are treated with, and made with products that will not allow the paint to stick. Also some bumper covers are supposed to be pre-heated prior to being painted. Painting the plastic also may require an adhesive promoter and flex agent be added to the paint.
