do air scoops give more power?

Maybe a little, but not enough to feel it.
Just having cold air helps a lot.

i think it would look sweet to have one of these coming out the hood on my car. but if it rains then im screwed right?

do scoops like these have filters inside too? would it all stick out the hood? 82 Grand Prix with SBC and stock q-jet carb

Yep. Looks arn't everything.

Usually the type of scoop you have on the pic will fit over your carburator with an airfilter inside. They do have filters, if not, they should be able to go straight over you're stock/modified airfilter.
What scoop is that one? (brand)
Check on the webiste how hight it is and then check the clearance from you carb to the hood. This way you can roughly check if it'll clear the hood.
