BBC 454 build...

I'm building a 454 for my suburban I am on a budget, a very strict budget so money is tight. I'm building this engine to be a daily driver/tow vehicle but due to my budget it will be mostly stock so I'm not expecting to get the perfect engine. My budget is about $1200 and the engine needs new rods and rings and bearings all that is a given, and its a completely stock engine and is for the most part going to stay that way but I'm curious as to what combo of cam, intake, carb, and heads can I put into this engine to gain as much torque as possible within my budget.

Needing new rods? Seriously? Extremely rare. Virtually un-heard-of, in fact. Seriously.
Just do a stock rebuild, except find the smallest-domed pistons you can afford. Use a set of stock rods, invest in having the crank re-balanced to match your new pistons.
Then call COMP Cams and get their cam for the '90-'93 SS454 sport truck.
You can't do anything to upgrade your heads on your tiny budget, you'll be lucky to afford better valves.
Weiand makes an intake manifold just for those heads, part number 8122, if you're carbureted. If you're TBI then Edelbrock has an intake for this.
Headers should be 1.75" primaries about 38" long.
