I've had this situation several times before on motors that sat up. In my cases the rings stuck. In all cases I bought a quart of Marvel Mystery Oil and dumped half in the tank and half in the oil. Run it till it warms up and shut it off and let it set for a couple days. Restart and the problem is gone. Even if thats not the problem in your case....all it cost you was about $6. This has saved me at least 4 times that I can recall.

I agree with lilsmoke. To have that much crankcase compression to push the dipstick out i m o the rings are compressing on the downstroke far more than they should and a leakdown test would prove the ring seal against the cylinder wall as mentioned in an earlier post. There has to be something going on with the rings there.
i broke my 347 in on an engine bed for 30 minutes with 30w mineral oil +zinc for Hydraulic cam. The engine runs now on 10/30 +Zinc and has 1300miles on it with next to no oil consumption or crankcase compression.
