Bleeding brakes
Does it make difference if I bleed brake system while car is on or off. Car has power brakes.

I will assume you are referring to "engine running" when you say "on or off".
It makes no difference to the hydraulics. BUT! I sure as hell would not want to be under a running car, wrapping my arms around suspension components to reach brake bleeders while someone who is probably bored and disgusted sitting in the drivers seat, holding controls that might make the car move.
