Blending clear coat question

Have a 1975 Volvo 164. The hood and roof clear is thin and or missing.
Base seems o.k. Not interested in show quality but curious if I scuff and shoot
clear do I need to remove old clear or ?
I've done a small amount of painting and have been happy with the results
but never blended.
I'm concerned about the edge where the clear has worn off being obvious after shooting clear again.
I'm fine if the match is not perfect but want to try for the best results.
Will I need to dull (flat) the clear some?
Hope I'm making sense.

click 'up' the picture to get a good look at the hood.

Yes you need to remove everything that has failed, this includes the basecoat color. Even if that base was still good, you can't shoot just clear over it, it would need to be re-based. But honestly, that base is junk, it is gone, without the UV protection the clear provided it is now chalk.

The norm on this repair would be to pull the hood and chemically strip it, strip the roof chemically (it would require covering the car in plastic that was VERY WELL taped around the roof with duct tape. But striping it is required for anywhere near a proper job.
