My SCAT rods have the cap screw setup too (7/16), which is what it sounds like you're talking about. Mine were ARP and have an indentation on both ends for a stretch gauge similiar to this one
to fit into. Although the one I used was the micrometer type rather than the dial gauge type.
They called for a stretch of .0052 or 62 ftlbs. I did the stretch first and then went thru with the torque wrench. Clicked right at 62 on all of them. I wasn't any more than .0001 +/- on my strectch, so I thought that was pretty damn good.
