Is there some way to buy an entire kit of nuts and bolts for a 1970 pontiac GTO?

Yes....there are companies now that sell them. I bought some for my '69 Oldsmobile, but i can't remember the name right now. Probably because i woudn't buy from them again. Heard of a hardware store? LOL

Try calling the guys at www.alloyboltz.com. They made me a polished bolt kit for my '55 Ford.
