Depends on the design on the turbo. If the wastegate is adjustable there will be a set screw with a jam nut. You will loosen the nut turn the screw in small increments and then tighen the jam nut back down.

Other turbos that come with a certain lb spring like say 8lbs you can use a boost controller. They have mechanical and electronic ones. The mechanical ones are a lot cheaper but aren't as sophisticated. All the boost controller does is plug in between a boost/vacuum reference port on the intake and the waste gate. It will fool the waste gate in thinking that the turbo isn't building as much boost as it really is causing it to keep spooling.

I had a friend that had a 6.5L diesel and modified his wastegate with an 18lb spring. Very neat design.

Check out this site. Has a lot of info. One thing about the boost controller, you can turn it up or down depending how froggy you feel. is one site. You can google "turbo boost controls" and get all kinds of info. and products. Then it's up to you for feedback from this site on what works best.
