budget bracket racer

Okay, I have an '81 shortbox with a stock 350 bottom end. vacuume secondaries carb, performer rpm intake, gear drive, headers with flowmasters, and a shiftkit. The cam is hooped and needs replacing so I figure I might as well change the heads now and buy a cam to match. What would you recommend as an ideal head and cam setup, yet cheap and what cam would you run with it? Right now I have swirl port heads that are a bear to hit 4,500 and it has a huge cam but the #4 exhaust lobe is round. Also, I currently have 3.08s in the rear, what would be the recommended gear for the 1/8 mile? The 3.08s may not be too bad but I'de probably be in first the whole way. I still want it to be streetable as it's my daily driver but I live in a small town and only drive a few kms to work every day. Open to anything... looking for ideas/suggestions/best bang for my hard earned buck! Thanks a lot
