c-4 trans shift prob

i have a c-4 in a mustang and the problem i am having is that it shifts ok from first to second but from second to third i have to nail it to get to third. i cahanged the vac mod valve and it has improved some but when i get off the gas it goes quickly to second and then downshifts normally. is it internal, vacuum, or kickdown. i did switch carbs too.if you can help, thanks.

Is this C4 high mileage or old? Recent rebuild?

did you retain the small pin for the modulator valve?

If the linkage to the carb from the trans is applying more leverage than needed, the trans may shift late

i am not sure about the pin. i took it in to have the valve replaced and a filter change done. not recently rebuilt but only has 57,635 miles on it.i had changed the carb because i thought it had a problem, but was wrong.was going to put it back on to see it it takes care of the problem. thought about adjusting the mod valve a little to see if that might help too.
