A/C not behaving properly

A Maxi I, from Southern Air.

Got it installed, vacuumed down, and charged it up. turned it on and the fan makes an awfull out of balance racket, and very little air comming from the vents. I checked for blockages, and found none. The "flapper" is working as it should. I suspect that the fan is turning in reverse. It was factory wired, and plugs are "one way" so they can't be confused by me.

I wanted to use a Vintage Air unit, but th' guy I work for got the cheapest that he could find (I guess he got what he paid for). And I get to catch hell for the unit being a POS.

did you pull the blower out and inspect, does it even blow? the motor could be shot

Blower runs on all speeds, but moves no air.
I'm wondering if it's turning backward.
