When it's time for new cam/lifters. Take a lifter and try the tight hole. Chances are it will be fine with new lifter. If tight, try to find where tight spot is. Usually a small file will remove any burrs at the top or bottom of the lifter bore. At worst you may have to run a brake cylinder hone thru the bore.
