To it it close to the timing spec once you've every thing lined up at TDC, oil pump shaft engaged and rotor pointing to # one. Rotate the engine to the timing spec, such as 10* ATDC. Now with an HEI distributor rotate the housing until the triangluar shaped pole pieces in the bottom of the distributor are alined point to point and lock it down. With a point distributor turn the housing until the points just break open. should be timed close enough to start it. You can check by cranking the over with the starter with a timing light hooked up before you get gas to the carb. With a helper it shouldn't need to be cranked more than 2 or 3 seconds to verify the timing.
