Maybe with the street tires, but that should be a solid 330-360 horse ride depending on the heads. With proper parts and chassis tuning, he should be able to lick some 13's out of it.
yep, I'm with poncho, and that's the great thing about racing is that as you learn more about the mechanics of your car and how it reacts, you'll get faster. I still think that after all is said and done, granted, with some experience, that car can be in the 13's and should be clocking right around a buck five or so.
