You want three good coats of clear applied if you're planning on doing any serious color sanding. With two coats of clear you wouldn't want to be very aggressive. Remember even if you don't burn through you still need an adequate amount of clear on the surface to protect the basecoat from UV damage. For a show car finish many painters will apply three coats of clear then give it a thorough sanding with a block followed by two-three flow coats of clear then a colorsand and buff.

If you barely went thru the clear in a few places in the first color sand, would you be OK because you are putting more clear on with the flow coats?
