Be sure the vacuum line is hooked up and not leaking. Look for any obvious signs of binding, and be sure the vacuum can didn't fail. If the diaphragm gave up the ghost, the vacuum advance is dead. There are replacements still being reproduced. Anyway I'm sure the problem will be obvious once you get a good look at it.
A nice addition would be an HEI distributor like
Summit's p/n 850042 . A distributor from a Chevy 250 inline can be modified to work, too. The Pertronix conversion you have is fine as long as the distributor itself is still tight.
