carborator problem have to start with prime

i have a 55 thunderbird with a 292 engine and 4bl carburetor, the engine has been redone from a compeny in Washington.
the carb looks like the teapot type but not sure about that, anyway it worked on the old engine and seems to work OK after you prime it and get the engine running, but i have to prime it every time i let it set for a few minutes the fuel pump is new and seems to be working fine.
do you have any idea's that could help me out?
also the engine is running rich you can rely smell the exhaust

it likely floods on shutdown, the starter fluid would help it light off the rich mixture.. check the float level, needle and seat.. see if it drips gas when it's shut off... be careful with the starter fluid, that carb got nicknamed " The Towering Inferno " for a reason.. if it empties into the cylinders overtime, the needle valves are known to stick open when the float is all the way down... this makes the " Towering Inferno " effect

i reset the timing ccw a little and now it seems to start with out the prime but the engine turns a little slower.
