Question carburetor

My engine is breaking up when my secondaries open initially... Is it too rich or too lean? It's a brand new Holley 750 double pumper..Also primaries are too rich. I drilled .125 hole in each butterfly, it helped alot but needs something else.vacuum in drive at temp. is about 8.5 power valve is a 65,could this be a problem?

Bill need some Info what do you have the 750 on. What size engine ROY
