I'm guessing the Lafayette lights are dim beacuse the reflectors are dull and the new halogen bulb was placed in them "out of focus", or both. Believe it or not the light source in these old technology is positioned to be focused for the reflector to produce the most light. The original lens is not dimming anything unless it has started to change colors which should not have been a problem as late as 1937. If I wanted guess, I'd say your halogens are stuck into the reflector too far. If I remember correctly you should have fairly long headlamps which should allow you to make this adjustment.
