Cheap On Brakes

i have looked at a lot of cars that people have fixed up. i know some spend thousands on paint.then they put in a motor with chrome and billet everything.and some some fancy tires and wheels.and they do look real nice.
then you look on the firewall and usually you see the same old rusty master cylinder that the car came with 30 or 40 years ago.and sometimes it doesn't even have a booster or dual lines.why? are they to cheap to spend 150 for a new one or is it there scared to work on brakes?anyway im just wondering its one of the things thats always bothered me.

Because they are trying to build a house starting at the top. Roof then walls then foundation. It is the same reason most beginner builders spent all the money on wheels and tires before doing any thing to the car. Because its easy....Brake work is fairly simple to do and is not expensive compared to paint and body or engine work. It should be one of the first things done. But seldom is.
