checking stall on converter

i bought a used converter from a guy he said it was a 3500 to 3800 stall i put it in my truck and its no where near that. I paid 400 dollars for the thing. I red in car craft that you can check the stall by going out on the road and hold the brakes then give it gas watch the tach and when the tires break loose that the stall is this true. Is there any other way to check the stall. one more question could something have happened to the converter to cause the stall to go down?
