Shocks have nothing to do with ride height (unless they are coil over shocks). Assuming the springs are correct for this application, there are two possible issues. First, it is very easy to get the upper end of the spring out of place when installing them. It's a blind installation and I've had the top coil get caught on the centering feature in the upper spring pocket. When this happens, the car sits at least an inch higher than it should. Second, you must torque the control arm bolts with the weight of the car on the springs and the suspension at ride height. If you torque the bolts with the suspension hanging down, the rubber bushings lock in at the wrong orientation and act like additional springs, causing the car to sit too high.
