does it turn over and idle? if so start by getting the idle right id say anywhere from 8-1100, do that by slowly adjusting the idler screw. need more info about the set up

Unless you have a radical motor, 1100 rpm is excessive. Start by turning the idle mixture screws out 3/4 to one full turn for starters, adjust your idle screw as you go, turning it in or out to get good idle quality.

For more help we need more information on your setup.

Used Core Rochester R1 Carburetor 17059014 1778 1979 GM Truck 292 250 6 Cyl | eBay

This is the carb that's on my truck. I need to know about the bottom screws next to the base of the carb, where to reset them. I know how to set the idles. If this helps it's for a 1980 gmc truck 1 ton 292 thanks

That looks like a combination idle mixture screw and anti dieseling solenoid. Start with it turned out about one full turn and go from there.

I been watching videos on youtube, how to tune carbs. People are saying to set your rpm at your recommended rpm for your vehicle, their saying to turn one screw all the way out to the point it picks up rpm. And do it to the opposite one as well, but keep bringing it back down to the recommended rpm after each screw has been set. Is that the way to do it? Thanks

Your carb only has one mixture screw.
Turn the idle down as far as possible. Turn in the screw slowly till the motor slows down or runs a bit rough then back it off till it runs smoother.
Slow your idle down if it sped up and adjust again if needed.
