it is not too low at all with a 28" rear tire. The 280H cam does not like a low low cruise rpm. It will be very happy on the hiway with a 28" tires and 4.10's.
If you want a cruiser the 280H s too big.
Pick a cam with 218 to 222@.050"
Like a Isky 270H mega cam if you want a milder gears car.

Nice street cam.
Over a short 30 to 45 minute hiway run there is no fuel to be saved, by choking off the 280H cam with a gear that is less than it wants.
If you want mild gears. Change the camshaft to match that.
Remember, the engine does not care what you want. An the camshaft in the engine sets the whole personality of that engine
and how the car performs. That cam wants rpm.
