That doesn't seem right to me. For $500 they should guarantee it will work. I don't know a whole lot about it but I would try calling different shops to ask if that seems right. The ford dealer had to make me 2 keys for $130, $30 each key plus $70 to program them to the computer. I would think that a dealer should be able to plug your car in and program it but I could be wrong.
