I read that people use white vinegar to remove rust. These were motorcycle tanks. Fill the tank completely full with vinegar and let sit for 24 hrs. Empty and check results Also flush with water. To neutralize the vinegar add a cup of backing soda with water and slosh around, then rinse again. Lay an air hose inside and blow out with low pressure until dry.
I have taken them to a radiator shop, they are set up with the right equipment, usually $ 15.
