A little late; try these guys too
Buffing & Polishing Supplies - Caswell Inc

If you need to remove old clearcoat, use the finest 'grit' drywall sanding screen DRY. Comes right off, doesnt clog the screen either and if you keep all your strokes in the same direction, it becomes very easy to work it up to the 1000grit (after the clearcoat was removed). Then wipe clean with a good quality thinner/mineral spirits and a white cloth, then polish. Seal with a good polymer wax or use 'Sharkhyde'.

Once you get the clear coat off. Sand the wheels smooth with somethiing like 600 sand paper. A buffing wheel on a bench grinder will work to polish them. You don't need any fancy mail order supplies. You need the right compounds which should be avalable close by. The white compound that comes with some of the HF kits works good on aluminum..
