Clearance for Flange Type Bushings

I have a modified A arm setup using Flange type bushings with a steel tube.
Question is how far should the steel tube protrude past the outside of the bushings on both sides? see sketch A arm

There should be no reason for it to protrude beyond either end of the bushings when they are installed into the arm at all! When you put the A-Arm assembly into its brackets or hangers on the frame, the protrusion might actually cause more interference issues, and might need to be shortened anyway....
