Cloyes 9 key Timing Set

I Degreed the cam and it came in at a 100 degree intake centerline and the cam card calls for a 102. So i retarded the timing set 2 degrees, but when i checked it again it came in at 104. I placed the crank gear on the r2 keyway and lined the cam gear up with the r2 on the outer markings of the crank gear. Am I doing something wrong with the timing set?

remember the crank goes 720 degrees for every 360 cam degrees.

So does that mean i am aligning it wrong on the timing set? Do you install the crank gear at r2 and line the marks up at 0?
