Ram air is a myth. There is no such thing as "ram" air until about 200 mph at which point the scoop becomes more of a drag than the 1psi of pressure adds to the power. cold air is good, ram air is just cold air that is moving.

Ram Air has been tested a few thousand times at Bonneville. There is a constant balance happening between additional drag and additional power added from ram air... but these guys are travelling at 250 mph. At the 120 mph that you might see once every few months, there will be absolutely no benefit to ram air.
