Corvette steering column... what is this?

This is attached to the steering column on my '63 Vette. It has a cable going to it and there is a resistor attached. I'm replacing the steering column and I need to know what to do with this. It is about half way between the firewall and the under dash brace.

Vette steering column

The cable and resistor is to be connected because at the factory they did not want someone to ground the steering wheel with sweaty hand and get a shock....also so that the horn would have a ground and not affect the radio...all because fibreglass is not a good ground. Connect it to any metal part grounded to the steel frame....That is the way it was on my 54 Vette. ACE

Thanks for the information. I'm installing an Ididit column with a 7 pin connector. Can I use that connector as a ground and not worry about replacing the cable and resistor?
