By 10 rib are you referring to the belt cogs? I have to say it's very old, or major overdrive at 9 inches diameter! Blower pulleys aren't upper/lower specific, (unless you're talking about a dampener...), you can change them to alter over/under drive ratios/boost. Today's blower pulleys have like 32 to 39 splines for the older 1/2 inch pitch, and 50 to 63 for newer style 8mm pulleys. Put up a picture.

Its actually a 8 rib, as in 8 rib serpentine belt pulley. I'm pretty sure its an aftermarket pulley for a Eaton blower. From doing an image search it looks pretty similar to some of the Kenne Bell crank pulleys.
I'm trying to figure out if the bolt pattern is for a SBC? Ford? ect?? ![]()
