crows feet in cleal coat

I just got in a f150 from one of my dealers to repaint roof and passengers side. Black in color,the roof and side had been repainted at some time and the roof cracked real bad all the way to the metal and the side had crows feet like you use to see in lacquer years ago. The roof I had to strip but the side I just sanded with 180 da and the repaint sanded off fairly easy to the factory clear . clear coat wasn't that thick and base was kind of powdery when sanded. Hit it with 400 da then a thin coat of 2k and wet sanded with 400. sealed and re-shot with base- clear.buffed today and looks good. Anyone have any ideas as to why the old repaint would do this?

no it's base clear but no idea what brand. The clear coat wasn't that thick but looked like a good coat of base had been layed down.
