Decking a block

I talked to a guy that says when decking his block, he shaved off the ID # on the block. Is that even possible ?

The engine is from a 1969 Chevelle L89.

On a SBC and BBC it is, as the suffix code which tells you what the engine is and what it came in as well as the years is stamped on the front of the blocks deck. When the block is decked the metal is removed and so the suffix code as well as the other information stamped on the deck such as the VIN of the vehicle as well as what plant the block was cast at and the date will all be gone.
