The first official Delaware license plates began in 1909. Obviously the first few plates are for the Gov, Lt. Gov. and Secretary of State. Low number plates are like a status symbol, nearly a cult following. My opinion they are showing how stupid one is for paying hundreds of thousands of dollars for something like a license plate.
