I had a buddy move from to Delaware from Ohio and during a visit we were driving and all of a sudden you would have thought that Elvis was in the car ahead of us...... people were pointing at the car so I asked my buddy about what the big deal was and he kind of chuckled and said "Oh it is a low plate".
I then noticed the number on the plate was just two digits like 13 or 14. He explained to me that the lower the number the older the family, hence the status symbolism. So other than buying a dead guys plate the average joe can NEVER get a low number in that state. I also seem to remember that they were smaller than normal.
