Diagnosing lock up torque converter inoperation

The vehicle in question is my sisters 92 geo tracker,she is up from florida and I am trying to repair some problems her mechanics down there could not repair. She came up here with a strange electrical problem that with the brake applied it would send voltage to the ignition curcuit,it turned out to be the 4 wires going to the stop light switch had melted togather. Two of those wires were for the lock up converter and they were melted the worse and melted into the stop light wires,I got the wiring repaired and took it for a drive and the convertor will not lock up. She had had a couple trans put in along with stop light switch problems and I have no idea if they happened the same time when the trans went out or replaced. What I need to know is how to I test the relay to see if it works and is there a way to bypass the relay with a toggle switch to see if the convertor actually locks up as the trans is still under warranty,I do know there is switched power going to the relay and there is power comming from the stop light switch to turn off the lock up.
