Did Someone Tamper with My Starter?

My brother's truck wouldn't start one morning so he called me to come out. He lives in downtown chicago, it's a 94 ford ranger. After inspecting the starter, I noticed that the "ground strap" (the strap that goes from the solenoid to the starter motor, was cut in half. There are hundreds of thick strands and they all were cut down a perfect line. Could a short have caused this, breaking the strap like a fuse would? Or did someone actually get down there and cut it?

If it burned like a fuse the ends would be melted, just like a fuse. Fuses blow when you have a short, how do you short a ground strap?

in my mind , your talking the hot wire , someone cut it if as described
nnnnnow for the ground strap by starter , it has no insulation on them , just a braided flat wire .
he could have hung it on something because there known to hang down a bit on them trucks .

I'm not sure if they call it a ground strap, which is why I put it in quotes, it looks like a ground strap, but just as burnt olds described, its a braided flat wire. definitely didn't get it caught on anything, he lives in the metro, nothing to get caught up on. And it was hard to tell if the ends were melted because the whole wire was filthy dirty.

Def sounds like the ground strap....If it was cut there should be some sort of marks right at the brake site.. pic's????

Some thieves will go under a vehicle and cut the ground strap or positive cable so as to disable the alarm system if they were stealing the truck, MAYBE??
