Disc brakes growl

I have a 2002 Dodge Ram 1500 4x4 that I put new rotors and ceramic pads all the way around on. I've got 3000 miles on them, and when I apply the brakes they growl and squeal. Any ideas what the problem is? The rotors look fine. No grooves in them. I took them all apart, and see nothing wrong.

Did you use the material on the back of the pads?
