Three things come to mind:

A one time emissions exemption. (Given to a vehicle where the repairs to meet emission requirements generally exceed the value of the vehicle, or 'X' amount of money has been spent in an attempt to pass and/or 'X' amount of failed tests. Therefore a one time waiver/exemption is issued in order to obtain registration for another year until the vehicle can be fixed, replaced, sold or whatever.)

A salvage title (has been totaled out by an insurance company and rebuilt)

A bonded title (usually applied to an abandoned vehicle where the previous owner cannot be located)

How about a call...

Contact your local BMV or TITLE OFFICE and ask them.

I bought a Kawasaki KZ 750 from a bike slavage yard in Austin TX several years ago and the title came in the mail. It was alot more blue colored than the ones I got when I bought a vehicle that was not a salvage title, these were more pink colored. I asume it has a TX title. If so it is a salvage title, I am sure.

Blue title

Shaggy,
If you live in Texas, a blue title refesrs to a title that has no leans on it, no issues. Whoever legaly owns that title can sell the car ,no problem, and since the title has a blue background, it is refered to as a "blue title". Mike

That is correct....a free and clear title in Texas is blue.
