Looks like vinyl. To get the flames you make you backer then cover it in foam, then lay out the flames or design in another layer of foam then glue the cover on.

Could be whatever material you want. Like Daimon said the grafics are cut out with a foam thickness,however far you want them to stick out,then sanded down and the fabric glued over. Have you checked out Roddoors.com lots of ideas.
