Post dowel pin hole in crank ?

evening folks .i was going to bolt my flex plate on the crankshaft today (350 chev)but noticed there is a extra hole (unthreaded)between the bolt holes in the plate and the bolt holes in the crank.is this for a dowel pin ? does it need anything in that hole ? or is it just a liner-uppera hole ? thanks in advance.
