Starts makin' boost as soon as you crack the throttle. It needs to be able to breathe to make compression. Cruising at light throttle, it will "windmill", not really making any boost to speak of.

That's what Tech's saying, yes, and it's instant. I drove the Nova to test and tune, about 50 miles from home, and got 10 mph with an 8-71 383, steady throttle at 65. In town it's like flushing a toilet though.
