dust caps

what would cause the front hub dust caps to work their way off ?

obviously they were somewhat loose to begin with - - maybe after the last packing job?, however, I had that problem with a boat trailer and I took the dust caps and a center punch and peended (sp) all the way around the part that held them in so they fit tighter - - problem solved
