Emergency brake light coming on when braking?

My Son's 1994 Mustang GT has developed a stange brake habit. When you apply the brakes, the emergency brake light comes on? The emergency brakes don't appear to be coming on though. Any suggestions would be greatly appreciated!

May have just answered my question. . . low brake fluid?

What fluid should he use?
