emmisions testing?

So......reading the link I'm going to post, what's your take. My car is an 85, motor installed in 97, engine is a 1970 350, car was not available with a 350. The debate here isn't "hot rod" status, that was made very clear through email and phone with drive clean, in 85 you couldn't get a 350, therefore, its a hot rod. We get pulled over around here, alot, and the green police say "if the car came with it, it must retain it" for all emmisions equipment. Yet this link says otherwise, so i called this morn, and the lad on the phone put me on hold for 20min after I directed him to the page. When he came back, he says its exactly as it reads, I do not require cats, or egr etc etc. I asked him go put that in writting lol....which he politly declined. But did suggest I print The page and keep it in my car.....sooo, thoughts, opinions...?

Oh and to just add to this, anything pre88 is excempt from testing.
